The captain's friend dives on the wrecked U-boat and sets plans in motion to raise her as a tourist attraction for a new marine theme park. The project is stopped cold by a brutal murder on the island. A beautiful FBI agent, partnered with an ex-KGB officer, arrives to investigate. An archeologist (and ex-CIA officer), also becomes embroiled in the plot, further complicated by the Russian Mafia, which has a special interest in the U-boat's secret cargo.
