This book is for engineers or scientists with the proper college-level education (or self-educated to that level). If you are looking for a advance technical book on this subject, then this book is perfect. This is NOT for hobbyists or people with a general interest in trains.
Its coverage is complete, however it misses some in-depth technical discussions, but as a beginning advanced engineering book on this subject it is perfect. The references (especially in the wheel-rail contact, vibration, and simulation chapters of the book) are extensive which can be used to extend ones understanding. The book is weak on connecting the chapters, something that might be expected from a book that has a different author for each chapter. However the complete coverage makes up for the minor shortcomings I have cited here.
This book could also serve as a general book on case studies in modern mechanics (i.e. system engineering).

The authors are professionals and this book is written at the professional level. Each chapter is further provided with a series of references to allow for further depth of study.
